ESA letter for housing
Your Rights Under the Fair Housing Act
Under federal law, housing providers are required to provide "reasonable accommodation" for individuals with disabilities. This means with a valid ESA housing letter from a Licensed Mental Health Professional (LMHP), you can:
- Seek pet-fee relief: Documentation to support a request to waive monthly pet rent and pet deposits when you qualify—subject to housing-provider review.
- Support no-pet housing requests: Documentation for a Fair Housing Act reasonable-accommodation request where animals are otherwise restricted—subject to housing-provider review.
- Breed/size restrictions: A valid ESA letter can support a request for accommodation regardless of breed or size—housing providers still review each request.

Is an ESA the same as a Service Dog?
No. While both provide support, ESAs are protected primarily for housing, whereas Psychiatric Service Dogs (PSDs) have broader public access rights under the ADA.
How much does a PetCerts ESA letter cost?
A PetCerts ESA housing letter is $95 + tax per year. The letter is issued only if a licensed clinician determines you qualify. Optional add-ons, such as 12-hour turnaround for $25, are priced separately.
Who signs the PetCerts ESA letter?
A licensed mental health professional in our network. Their name, license number and licensing state appear on your letter.
How long does it take to get an ESA letter from PetCerts?
After you finish the assessment, it goes to your assigned licensed clinician. Letters are delivered in as little as 24 hours after clinician approval, or 12 hours with the +$25 add-on. Some states, such as Arkansas, California, Louisiana and Montana, require a client-provider relationship of at least 30 days before a letter can be issued.
Do landlords have to accept a PetCerts ESA letter?
Under the Fair Housing Act, most housing providers must consider a reasonable accommodation request supported by a valid ESA letter from a licensed clinician, though some housing is exempt. Each housing provider reviews each request, and a letter does not guarantee any particular outcome. If your landlord has questions, PetCerts can verify your letter on request.
Can I use an ESA letter to fly with my pet?
No. Under U.S. DOT rules, airlines are not required to accept emotional support animals, and an ESA letter does not cover air travel. For a trained psychiatric service dog, PetCerts offers a PSD Transportation Letter ($159 per year) and a PSD Housing & Travel Letter ($199 per year), though U.S. airlines use the DOT service animal form and can't require a clinician letter.
What if I don't qualify for a letter?
If your licensed clinician determines you don't qualify, you get a full refund, including tax. Refunds go automatically to your original payment method within 5 to 10 business days of the clinician's decision.
